Resources for Food, Heat, and Housing Payment Support in Southeastern Connecticut 

As our region faces the challenges of a federal government shutdown, many residents are seeking support for basic needs like food, heating, and housing payments. If you are a Chelsea Groton customer and a federal employee, please call a member of our team at 860-448-4200 to discuss how we can help. In addition, there are several state and local programs stepping up to support those in need. Here are resources to turn to if you are in need of support and ways to help if you are able: 

Food Assistance 

Due to the suspension of federal SNAP benefits, Connecticut has allocated $3 million in emergency funding to Connecticut Foodshare, a nonprofit organization that distributes food to pantries and individuals statewide.

  • Donate canned goods or monetary donations to your local food pantry to support neighbors in need. 
  • Bring non-perishable food items to any Chelsea Groton Bank branch throughout the month of November. We will be delivering all collected items to local food pantries. 

Heating Assistance 

The Connecticut Energy Assistance Program (CEAP) is continuing to provide heating support despite the federal shutdown. The state is temporarily covering costs to ensure households stay warm this winter.

Mortgage Assistance 

Connecticut Housing Finance Authority (CHFA) offers the Emergency Mortgage Assistance Program (EMAP), which is specifically designed to help Connecticut homeowners who are struggling to pay their mortgage due to financial hardship beyond their control—including hardships caused by unemployment, underemployment, or loss of income related to the government shutdown.

General Housing Stability  

The Connecticut Department of Housing and local agencies offer support for rent and shelter through various programs. Homeowners can also seek foreclosure prevention counseling and other resources via CHFA and HUD.
